Question: Why do we say 'Israel' bears blame - why don't we limit our criticism to the 'Government of Israel?'
Answer:
It would only make sense to say that the 'Government of Israel' bears blame...
IF there is a specific party's policies that can be pointed to.
IF there were opposition parties to those policies.
However in our current situation all parties from Right to Left have similar policies - simply note that all Jewish land given to our enemies was given by the Right-wing! The most Right-wing don't propose any answer to the growing Arab problem in Lebanon, in Gaza and in the Knesset where there are currently 13 Arab Knesset members of of 120 total.
The only credible proposal, submitted by Rabbi Meir Kahane, is the removal of our Arab enemies from our land - is considered illegal in Israel!
Therefore:
It is NOT Olmert who is to blame for attempting to give away Judea and Samaria
It was NOT Sharon who was to blame for giving away Gaza and ripping Jews from their homes.
It was NOT the 'religious parties' who were to blame for going quietly along with the removal of Jews from Gaza
It was NOT Netanyahu who was to blame for officially giving Hebron to the Arabs and for meeting with the PLO and honoring 'Oslo.'
It was NOT Barak who was to blame for almost giving away vast tracts of Judea and Samaria in 'Oslo.'
It was NOT Shamir who was to blame for granting 'autonomy' to the Arabs in Judea and Samaria...after all without the possibility of removing the Arabs, without an alternate, what do you expect them to do? The situation cannot be left as is. It is intolerable! That is why they are forced on the path of suicide.
Rather:
It IS the making of Israel into the image of the Soviet Union by banning free speech, banning opposion views and banning the only credible solution from being voiced.
It IS their not allowing a serious opposition party with a serious solution.
The whole system must be changed.
Until that is done there really is no hope...
